WORLD PEACE - THE ULTIMATE HOPE

CAN BECOME REALITY

     The Founding Fathers who created the United States Constitution, that has served our nation so well, were very sensitive concerning wars: the reason for which - the power to declare wars - was delegated to the Legislated Branch. As stated in Article 1, Section 8 of our Constitution. Nonetheless , their  intent has been disregarded; and that, have inspired many of us, concern citizens, to intervene in order to redirect  the disposition of our elected officials. We all, must come to the realization that the safety of our nation as well as the future of our economy, rests on the possibility of finding ways to establish peace with all of the world`s sovereign nations. Therefore, it will be proper for the United States of America, the most powerful but also the most compassionate nation in the world, to take the initiative and lead the way with this:

PROPOSED CONSTITUTIONAL AMENDMENT

      Section 1.The United States of America, unless necessitated by self-defense or in such imminent danger of being attacked, will not attack nor will invade any other sovereign nation without a properly executed Declaration of War.

     Section 2.Nothing in this Amendment shall be construed as to deny or diminish the reserved right of the United States Government to be or to become a member of any World Organization for the purpose of the common good and defense.

      Section 3.The Congress shall have the power to enforce this article by appropriate legislation.

 



                                                                                                                                                                                      

 ACCORDINGLY, IT WILL BE UP TO US  - THE PEOPLE - TO ASSUME

  THE RESPONSIBILITY IN ORDER TO MAKE IT HAPPEN

      Article Five (v) of the US Constitution, reads as follows, “The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress;” …..  

      However, It is generally understood that the convention process as stated in Article Five (V)  is and had been totally impractical and ineffectual. As a result, it leaves only the Congress to proposed amendments to our constitution and that cannot be called genuine democracy. Therefore, it is incumbent upon us, the citizens, of this great Democratic Republic to find  the means that will allow us direct participation in its democratic process. Our constitution was framed under six (6) basic principles, one of which is that, ”The people can change the authority of the Government by changing (amending) the constitution”. Accordingly, Amendment Nine (9) reads as follows, “The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people”. Undoubtedly, the most fundamental right retained by us, the American People, is the right to cast our vote. Therefore, we, the Electorate, must find a way that will enable us to exercise our most fundamental reserve right - the right to cast our vote!

CONSIDER THE FOLLOWING

      If any organization composed of United States Citizens or any of the fifty (50) states houses of Legislators deem it necessary shall and must be permitted to propose Amendments to the United States` Constitution. In such case, the sponsoring authority shall make a draft of the proposed amendment available to all of the States` governmental pertaining entities. The information should include a request for the state to join the effort and for the state`s legislators to apply the referendum process; encouraging us, the electorates, to exercise our right of participation. When approved each state must provide the election result documents to the Administrator of the General Services. Upon receiving approval of 38 of the 50 States, the Administrator of the General Services will declare the proposed amendment - ratified - as an Amendment to the United States`  Constitution.

 History is not indicative of what our future can be.

          The time is now! for the optimistic people who would rather live in peace and harmony with the rest of the world`s nations to unify their efforts in support for the mission delegated to the United Nations. The United Nations should and must be the only World Organization that can guarantee our generation and the ones that will follow, a much safer world in which to live. Undoubtedly, the national security of all participating nations will become stronger and safer with their commitment to world peace. Peace on Earth is historically the greatest hope of all GOOD people. We profoundly believe that a friendlier world will be more prosperous and healthier world for all nations. 

     The incorporation of the enclosed proposed amendment to our Constitution, will encourage many other countries around the world who worry about their safety to do the same. Consequently, their action will create an alliance in support to the mission delegated to the United Nations.

Once nations can trust each other, terrorism will find no sanctuary.

       We should live by the rule of what is best for the greatest number.

     We believe that world peace is achievable! However, it will take the greatest possible commitment of responsible people to make it possible. We must achieve our mission not by imposing our will on others, but by leading with our own actions. Furthermore, with such determination, the United States Government will validate its opposition to the proliferation of nuclear weapons.  

Help us to achieve our mission; our future depends on it.

     Our commitment is all about of what we can do today for a safer tomorrow. United, we the people do have the power to make good things happen. Therefore, it is incumbent upon us, the American People, to make other sovereign nations aware of what our mission is; your participation and support is of paramount importance, its success depends on our effort and commitment to world peace.

Our objective is to request a resolution from the United States Congress that will encourage the states` legislators to take action upon our proposed amendment. Concurrently, we will be working with the states` legislators encouraging them to apply the referendum processes, which will give the people the opportunity to participate. Such an action will be the first in our political history that will allow us, the electorate, the opportunity to decide for ourselves the outcome of an amendment to our Nation`s Constitution

Puerto Rico should and must be legalized by the United States

      Let it be resolved that we, the People, residents of Puerto Rico, Citizens of the United States of America, firmly believe that in more than one hundred and twenty (120) years associated with the United States of America, conforming to its Constitution and the laws created by the US Congress; have earned the right to be legalized as an associated state to the Union of the United States of America, with the following:

PROPOSED AMENDMENT TO THE UNITED STATES` CONSTITUTION

Section 1. Puerto Rico along with the Virgin Islands is hereby admitted as an Associated State to the Union of the United States of America.

Section 2.The Congress shall have the power to enforce this article by appropriated legislation.

        El Gobierno de Puerto Rico necesita un drastico cambio!!!!!

      CONOZCA NUESTRO PROPUESTO NUEBO GOBIERNO

 Este Gobierno se conocerá como, fiscal-mente conservador y social-mente liberal.

Va a ser creado bajo (2) dos irrevocables principios. 

         Primero, para respaldar una enmienda, ya en progreso, copia incluida, a la Constitución de los Estados Unidos de América, la cual legalizará el estatus de Puerto Rico una vez y para la eternidad. 

      Segundo, para reformar el Gobierno de Puerto Rico totalmente, esto se hará a través de una serie de enmiendas a nuestra Constitución, que funcionaran similar- mente a el Bill of Rights que fue agregado a la Constitución de los Estados Unidos de Norte Americana.

 Ejemplos

 1. Se celebrarán elecciones cada 2 años.

2. La Rama Ejecutiva se dividirá en 6 entidades autónomas - Gobernador, Secretario De Estado, Tesorero, Procurador General, Comisionado De Seguros y Superintendente De Educación, todos electos por acumulación.

3. La Rama Legislativa se reducirá a 20 Senadores y 40 Representantes, los cuales se elegirán una mitad cada 2 años y por distritos.  

4. Se le delegará Gobierno a los 8 Distritos, los cuales serán autónomos y administrados por una Junta de 3 Supervisores, electos por sub distritos.

5. El Departamento De Educación se dividirá entre los 8 distritos y cada uno de ellos será supervisado por una junta escolar de 5 miembros, electos por sub distritos.

6. El votante reserva su derecho a reemplazar a cualquier persona que allá sido electa para servirle al pueblo; tal acción se llevara acabo a trabes de elección especial abierta.

7. Se limitaran los términos de tiempo que un ciudadano puede servir en una misma posición electa.

8. Cada una de las entidades publicas cullas directores sean elegidos por el voto del pueblo funcionara atonoma-mente.

9. Toda entidad de gobierno tendra la obligación de funcional bajo un presupuesto balanceado.

10.Se incorporara la pena capital.
